Leeds Housing PFI down to two bidders

The remaining bidders on the £168.6 million scheme are:

  • Regenter - Regenter, Gladedale, Rok, Equipe, and EDAW and West & Machell
  • Sustainable Communities 4 Leeds (Sc4L) - Cyril Sweett, Allied Irish Bank, Frank Haslam Milan, Keepmoat, Gillespies and Milnerbuild

The two teams will now work up detailed proposals for sites across Little London and Beeston Hill & Holbeck including:

The D&B of 400 new council houses

  • Complete renovation of 1,300 existing council homes
  • Environmental improvements in both areas
  • Maintenance contract for 20 years

The bidders will now present new build designs and refurbishment proposals for existing council homes to the communities for feedback as well as work closely with the Community Advisory Groups in each area.

A preferred bidder will be named at the end of 2009 and work is expected to start on site in July 2010.

The regeneration scheme is being led by the council in partnership with the Arms Length Management Organisations (ALMOs) which are not-for-profit companies set up by the council to manage and improve council housing stock.

The ALMOs are:

  • West North West Homes Leeds - Little London
  • Aire Valley Homes Leeds - Beeston Hill & Holbeck

DLA Piper is acting as legal adviser to Leeds City Council, PwC is financial adviser, while EC Harris is technical adviser.
