Three Bids in for Oldham Social Housing PFI

Oldham Metropolitan Borough Council has received three bids for its social housing PFI project, Infra-News can reveal. A source at the council said that of the four consortia who were invited to submit outline solutions (ISOS) for the “Gateways to Oldham” scheme, three came back with bids prior to today’s deadline. The candidates in the running for the project include: - Inspirit; - Inspiral; - Solutions for Oldham.
The procuring authority is now in the process of evaluating the bid proposals with a shortlist – which could comprise all three candidates if they meet the necessary criteria – anticipated in mid-February.
Project Details
As part of the project, 300 properties on three housing estates require demolition, with approximately 350 to 400 other properties requiring refurbishment. The scheme will see the construction of between 300 and 350 new properties for rent, as well as community facilities.
The chosen contractor will be required to provide on-going maintenance and lifecycle services and housing management services to all or some of the properties for a contract period of around 25 years or less. Around 250 properties are to be built for sale, and this may or may not be part of the PFI contract. The council was awarded £131m of PFI credits for the project last May. Oldham Metropolitan Borough Council’s advisers are PwC (financial), Addleshaw Goddard (legal) and Holbrow Brookes (technical).
