ISDS Out for Oldham Social Housing PFI

Oldham Metropolitan Borough Council is set to issue invitations to submit detailed solutions (ISDS) to three bidders for its social housing PFI project later this week (March 14), Infra-News understands.
The three consortia have already been informed that they will move forward to the next procurement stage, with the formal invitations to be sent on Friday. The candidates in the running for the Gateways to Oldham scheme include: - Inspirit (Chevin Housing Association/ Gleesons Builders/ AIB); - Inspiral (Regenter, Manchester Methodist Housing Association/ Rok Construction/ Taylor Young); - Solutions for Oldham (Contour Housing/ Cruden Construction/ Powerminster/ Nationwide).
The groups now have until June 24 to submit their proposals, after evaluation of which the council will look to invite two candidates to submit final bids. The announcement of a preferred bidder is expected before year-end with contract commencement targeted for the summer of 2009. Project Details The scheme will see the construction of between 300 and 350 new properties for rent, as well as community facilities. The chosen contractor will be required to provide on-going maintenance and lifecycle services and housing management services to all or some of the properties for a contract period of no more than 25 years. Around 250 properties are to be built for sale, and this may or may not be part of the PFI contract. The council was awarded £131m of PFI credits for the project last May.
