Three Move Forward for Leeds' Little London PFI Project

Leeds City Council has issued invitations to submit detailed solutions to three shortlisted consortia for its £160m Little London, Beeston Hill and Holbeck social housing PFI project.
The three consortia are: - Sustainable Communities for Leeds (Cyril Sweett/ AIB/ Frank Haslam Milan, Keepmoat/ Gillespies/ Milnerbuild); - Regenter (Regenter/ Gladedale/ Rok/ Equipe/ EDAW and West & Machell); - Community Solutions for Regeneration (Morgan Sindall/ Lovell Partnerships/ Chevin Housing Group).
Proposed Timeline
The three shortlisted teams will have until the beginning of October to submit detailed solutions to Leeds City Council following which the council will shortlist two of the bidding teams. This should occur between January and March 2009. A preferred bidder is hoped to be in place before the end of 2009, with early 2010 the target for financial close and construction commencement.
Project Details
The project will involve the redevelopment of housing in three areas of Leeds – Little London, Beeston and Holbeck. The design, build, finance, operate contract will have a concession period of 20 years. The project includes the refurbishment of over 1,150 council properties, the construction of approximately 475 new council homes, some environmental improvements and maintenance of the homes over a 20-year period. There will be an additional contract for the construction of new private homes for sale including affordable homes.
